Some private land along the frontage road road is zoned commercial. But BLM permits are still required because people will camp on public land and, while individual camping on public land is ok, camping during an organized event requires the organizers to obtain a permit. Have event insurance, provide traffic and parking control and provide a certain number of porta potties for every 100 attendees. I know this because I had to do all these things for the Area 51 50th anniversary campout in 2005. A BLM permit for an event of that size is not likely to be issued.
