Dreamland

Maybe it's just Dreamland approach (261.1/126.15)which the document talks about and it's description i think is very inaccurate. Or could it be the Dreamland (same 261.1/126.15) on the radio that i'm familiar with? The one that seems to be the overall controller of any flight testing going on by any aircraft from anywhere (classified type or not) in any part of the nttr day or night.
