Nope, since the guy was flying on an FAA license, just needs to have FAA medical exam. But actually, if it is a government owned aircraft, and if operated under "public use", legally the person flying it does not have to even be an FAA certified pilot. If it was a Raytheon owned plane flown under a Part 135/121 cert,I think it would have required Captain and First Officer.
