Yeah, I'm guessing a GPS time base module to provide absolute, correct time. That makes sense if there's a seismometer in the buried vault.

BTW, a trip to the area BLM office to inquire about a permit for this installation would probably solve the mystery. Something this overt and visually obtrusive would have to have a permit on file.
