As far as I know, marker beacons are only used as check points on an approach. As stated earlier, they provide no directional guidance, only a tone indicating that you're above it. As such, the ILS procedure may be something like "when established on the ILS, missed approach point is a certain timing from the outer marker if no visual contact with runway" or "check altitude xxxx ft when passing outer marker" I have never seen outer/middle/inner markers that were not placed exactly aligned with the runway centerline and fairly close to the airport. This doesn't meaning that it can't happen of course.
