Usually, I dismiss these stories as the rantings of attention seeking kooks. However, much has been written and relatively recently declassified regarding NSA's extensive usage of the moon in SIGINT collection efforts. Soviet comms and radar data bounced off the moon were collected by NSA intercept stations. Also, NSA ships used the "Moon Bounce" principle to transmit signals back to NSA headquarters at Ft. Meade.

While far fetched, it is entirely possible, given the vast amount of data that remains classified from that era, that an intercept or repeater station was secretly constructed on the moon.

Of course, I have no concrete evidence to support this, and if there were any records to substantiate anything of this nature, it certainly wouldn't be declassifed anytime soon. Keep in mind that nothing of note has been revealed about the man-portable, nuclear powered intercept stations in the Himalayas, the similarly powered undersea cable taps used during operation IVY BELLS, or the rumored Fiber Optic taps in use since the early 1980s.
