The problem with building an underground facility of any size is disposal of the excavated dirt. This is especially a problem if you are trying to hide the project.

There would be mountains of "fill" in the area if this was the case, unless it is being removed surreptitiously.

Maybe the workers take it home with them in their backpacks and shopping bags and dump it in their gardens, LOL.
