No question, they're digging. There's tons of excavating equipment on the base - among other things, they manufacture their own concrete. Plus, they still bury waste products, and aircraft wrecks. Digging could mean any number of things. It always comes back to the original question, though:

What reason is there for underground hangars? The above ground hangars work perfectly well for concealing the toys.
