$16k for an acre in Rachel (undeveloped) is a ripoff. 5 acres undeveloped sell for about $6,000 to $7,500 (if there is land available).
There is some guy who sells off parcels near Gunderson Road. I think he even auctioned off some on Ebay. Be careful. There is no power that could be used anywhere nearby (only a private power line that belongs to the farms), and the parcels are too small to install a septic system.
