Even the ex-commercial JANET 737s have the integral stair. I had a close-up view of the operation one day in Burbank. The JANET planes usually taxied to the Lockheed plant and unloaded passengers using the external airstair. One day, however, the airplane stopped next to the main terminal, deployed the stair and disgorged a single passenger. The 737 then completed its journey to the Lockheed facility.
