As far as I know the older NACTS system still relied on triangulation of the 15 ground stations across the NTTR. But I had suspected that they now use GPS or data from the aircraft telemetry. On newer satellite images it looks like at least some of the ground stations are no longer active. Some of them may still be used as receivers for the ACTS downlink. It looks like Blue and Red forces use different downlink frequencies (1819.0 MHz and 1845.0 MHz respectively).
