Unfortunately he was trying to inject new ideas into an old established bureaucracy that wasn't having it. His plan for NGAD was brilliant and as long as he was in charge he could make it happen. Unfortunately, as soon as he left everything went back to the old ways. We're going to plan for hundreds of NGAD and CCA and then realize we can't afford them and end up with dozens.
