Sorry, but that's not how it works. Canceled missions are very expensive.

1) Highly valued range time goes unused, meaning more range time is required later to make up the lost missions.
2) Work force gets paid for no productivity, meaning the labor contracts must be extended to make up the lost missions. Given that the labor is very expensive due to the remote nature of the work and the high cost of the experienced (and security cleared) test teams.
3) I suspect ranges such as this have limited space for projects; when one project runs longer than planned it impacts follow-on efforts that were fragged to use the same hangars, MX backshops, etc...

Don't kid yourself that canceled missions don't come out of your taxes.
