Yes, that's probably where the NTTR beats all of the other available ranges. Threat emulators that pretend to be foreign SAMs, as well as radar and ECM that are "borrowed" from other countries are regularly used in Red Flag missions. And there is very likely a Red Hats-type organization that operates foreign military tech (radars, threat systems, etc) on the ground in and around Groom specifically to test US stealth tech.

That being said, I was listening to the 10 Percent True podcast recently and caught an old episode where they talked about F-16 C/D model radar updates. Apparently there was a warfighting mode to the radar that pilots were never authorized to turn on - even during Red Flag - because they knew there were Russian RVs driving along the desert highways out in the NTTR sniffing/listening for their radar capabilities. So, to test things like that, maybe there are better locations that Nevada.
