I always assumed this was for ground training for special forces...I have it marked on my Earth map as "mockup canyon"

...but i wonder if this is perhaps what you're talking about?

and just to the east, on the north face of the canyon walls is another called Civet Canyon, where there are a bunch of cavern entrance mockups:
