S-4 describes a section of Area 51. Bob Lazard claims that it is located at Papoose Lake, about 15 miles south of Groom Lake, and that it is a test and research facility for alien technology. He claims to have worked there and seen UFOs in hidden hangars.
A more mundane, and IMHO much more plausible, explanation is that S-4 designates the Lockheed test facility within the Groom Lake base.
