Part of the problem is the feds are probably embarrassed at how easily Chuck found the sensors. The same system is used at the Mexican border. The Marines have "SCAMP" units that use the same system. If one guy, albeit much more clever than your average Joe, can find 30+ sensors with just a frequency counter, the government is screwed. Note that there are better perimeter security systems than EMIDS. I don't have the name of the company handy, but I saw a demo of a system that uses buried fiber optic cable. The system can sense where the fiber optic is disturbed by a change in reflected light in the cable, i.e. a time domain reflectometer. It is totally undetectable.
