Back in the day (before SDRs) one could securely communicate by transmitting (piggyback) on either a FM Broadcast frequency or TV audio frequency without it being detected. The two-way radios would be programmed for narrow band (transmit and receive) and also using a DCS or PL tone. Because it was embedded inside a strong WBFM signal, it couldn't be easily detected and if a near-field receiver happened to latch on to a nearby transmission (such as a walkie-talkie within 1,000 yards or so , once the squelch was open all they'd hear was the FM station. clandestine operatives often did this during the Cold War.
