Can someone with more knowledge than me explain how it's possible that there are still satellite dead times?

Doesn't a geosynchronous orbit mean a satellite could just park up there above the base and always keep it in sight?

I've got to think that China and Russia would have done that decades ago.

Do they not work like I'm thinking?
