LASD would be called for anything outside base limits or any private property related issues adjacent to Plant 42. While not unheard of, it would be rare for local police to have a secret clearance. Most likely they are either responding to a call for service or extra patrolling the area for various issues, related to the base or not. And not all of that area is restricted. Plant 42 shares the runway with Palmdale regional airport, which is owned by the City of Palmdale and falls under LASD jurisdiction. .
