I don't think it much matters if new laws are passed, because they're just guidelines for making drones harder to spot. Drones have to have lights? Add physical cutoff switches for them. ADS-B broadcasting? Don't implement it. Drones of just about any size shift the balance of power in that they make it possible to surveil much more easily. I don't mean law enforcement, I mean civilians who want to keep tabs on stuff going on; think using ultra-small quadcopters to keep tabs on police near places like Cop City. About fifteen years ago, a couple of us came up with some designs for ultra-small drones that build a wireless mesh network across a city. 3d printers were too expensive back then to manufacture them, but these days that might not be the case. I'm just putting it out there that this isn't going to be a deterrent, but a flight plan for things to come.
