I have added a photo and more information about the new "phantom" FM radio transmitter at the Area 51 Back Gate under the attached link.

Also added a scanner audio clip of N661BA as SABRE41, testing a system referred to as PLUTO, possibly a passive radar system related to the new FM radio transmitter:
