Maybe, but the military is really quite good at frequency management and takes it seriously. There could very well be an NTIA authorization that we would not be able to see. If you look at maps of FM broadcast coverage, there's a pretty large gap there, so a test transmitter probably wouldn't be too difficult to put in without interfering with a licensed station. There's no other 99.9 mhz station in Nevada.
