Roper's plan was actually a very smart one. He found that the majority of a program's costs came during the logistics tail. The initial design was merely a starting off config. By having a limited lifespan a lot of compromises could be made in the design (i.e. not designing in a 4000 hr wing box). Then Kendal came in and went back to the old school of acquisition...gold plate everything, drag out the design, and execute multiple redesigns as requirements change. By the time his model hit the ramp, Roper's would already have multiple operating squadrons.
