My personal guess is that may be the reason for the hold on the NGAD program. If they know that the B-21 platform is as stealthy as we can get for the foreseeable future, maybe there's no point in building a fighter when a software and load-out change will make the B-21 into the fighter of the future - as sad as that will make the remnants of the Fighter Mafia in the Pentagon who thing anything without a pointy nose is inferior. We've been 5 years away from a hypersonic revolution for the past 50 years... But if we know we're 50 years away from the next stealth revolution, and B-21 represents that, then why not use it for everything other than hypersonics?
