The GAF A400M (54+19) was most likely refueling one (98+60), possibly two, GAF Tornados in the Reveille MOA. 98+60 is from a Test and Eval unit, similar to our "TES". What they were testing is anyone's guess.

I suspect that the A400M has the Tornado(s) in tow on the way home. The "sightseeing" was likely a top-off after they departed EDW. Notice how the speed reduced to 350kts, typical for AR.
