The classified program you mention for which Lockheed Martin incurred "pre-contract" losses relates to hypersonic missile development. The lost money was invested in production infrastructure for a hypersonic missile program that has not materialized as a production contract:

Recall that a few defense industry analysts in the late 1980s and early 1990s interpreted black budget holes in late 1980s Lockheed financial reports as possibly related to Lockheed's 1980s design studies for an air-breathing hypersonic spyplane, including the Mach 5 Penetrator, but because there were implicit references to the Quartz program in the late 1980s, those defense analysts did not consider the possibility that black budget holes in Lockheed's financial reports for 1987-1989 dealt with multiple programs.
