Now days, yes. When they moved SW to Palmdale (1990??) it was pretty sparsely populated compared to today. And the neighboring city, Lancaster, wasn’t exactly a place most people wanted to live. So a relatively safe place to fly non-mainstream things. Amazing how fast that all changed in the early 2000’s. I have a hard time believing they are openly flying super secret stuff out of there anymore.
