Thinking through this... NRO coordinates satellite and airborne intelligence gathering across both the military and intelligence communities. Vandenberg... X-37 recovers there, NRO probably have a part of that program. They also have that big runway that points straight out at the ocean that has been discussed as a great launch point for a fast-mover headed to Asia Pacific. If that platform exists and is operational, NRO certainly plays a part in its targeting and analysis. But China Lake, now that's where I get lost. Unless Darkstar is real -- and it really is a Navy project (although not flown by Capt Pete Mitchell) -- and it's ready to move from China Lake/Groom to Vandenberg or Pt Mugu...
