Kendall's remarks were made in response to a question from Chris Pocock about the USAF modernization of the ISR systems (Pocock himself has not lost sight of the fact that no "RQ-180" EMD vehicle has yet been publicly unveiled despite images of the "RQ-180" in flight being taken by ground-based photographers and confidential Northrop Grumman and USAF documents showing that nine "RQ-180" EMD vehicles were built and hinting at the "RQ-180" itself having entered production in the mid-2010s).

Pentagon and Air Force officialdom have made implicit references to the "RQ-180" before, including a February 2009 paper by Colonel Eric Mathewson listing the "RQ-180" as "MQ-L/O" (just one year before the first flight of the "RQ-180"), an October 2010 briefing by Major General Dave Scott's containing a page on the A2/AD Family of Systems listing the "RQ-180" as "P-ISR", and the report "Fiscal Year 2016 Annual Industrial Capabilities" mentioning "RQ-180", and remarks by Lieutenant General Bob Otto in June 2014 alluding to the "RQ-180". Kendall could entrust a low-level Defense Department official sooner or later to publicly show a photo of the "RQ-180" EMD aircraft in flight to the DoD press corps and reveal the drone's true designation, even if any would-be overseas operations of the "RQ-180" remain highly classified.
