The Tacit Blue was kept under wraps for 11 years despite having completed its flight test program in 1985. Within the middle of that timeframe, the "TR-3 Black Manta" rumors about a supposed stealthy manned flying wing successor to the TR-1 variant of the U-2R surfaced, and only when the Tacit Blue's existence was confirmed did it become obvious that the USAF had been shopping in the late 1970s for a stealthy tactical reconnaissance plane.
