If you look closely on Google Earth there is a fence in the area of the Groom Janet terminal, separating the parking area from the flight line. But there are gaps in the fence. The purpose appears to be to prevent personnel from accidentally driving onto the flight line, as opposed to security. There are some areas that are fully fenced in, notably around the south ramp and some of the maintenance and storage areas further north. But there is no fence around the entire base. There is a cattle fence at the north end of Groom Lake that marks the pre-1984 boundary of the restricted area.
