All a question of whether the USAF buys data rights. Data rights are usually bought to preclude them being caught in a "sole source" situation for spares. If the USAF owns data rights, they can provide the data to other manufacturers or goverment owned facilities to produce the item. This happens primarily with time sensitive items that must be replaced
multiple times over the service life of a system, all part of life cycle management. The ALC (or whatever they're called these days) guys live for such things.

Nothing can force a contractor to sell their data rights, but it could preclude them from winning a contract if data rights are part of the RFP.
