From a technical point of view, the AF might prefer something "revolutionary." But how would acquisition officials view that? And if you also factor in Boeing's leadership and management issues Boeing's proposal may suffer in terms of the scoring. On the other hand by splitting AF tac fighter procurement between Block 4 F-35 and NGAD, the AF might get more favorable pricing. TBH I'd be surprised if Boeing won.
