All codenames starting with "Have" are/were allocated by the Air Force Systems Command of the US Air Force. Since the Lockheed XST design was a DARPA-sponsored program and the USAF wanted to prevent knowledge of its evaluation tests of captured and/or defected Soviet-built jet fighters at Groom Lake from being leaked out to the KGB or Soviet military intelligence, the AFSC found it convenient to assign codenames starting with "Have" to experimental aircraft and programs at Groom Lake or elsewhere in the US to evaluate foreign military technology (either on loan from NATO member states in Europe or captured/defected Warsaw Pact warplanes and military equipment) that otherwise would not have been exclusively funded under USAF contracts.

The codename Have Rash being given to the AeroVironment HALSOL experimental solar-powered UAV is one example because the HALSOL was a CIA-sponsored program, and I should also point out that the Have Dash II stealthy air-to-air missile built by Loral (Ford Aeronutronics) was not tested at Groom Lake. The AFSC assigned the codename Have Blinders to a feasibility study regarding applying LO technology to a military derivative of the NASP, while Have Region was the AFSC codename for the USAF program and build structural test articles for the SSTO designs studied under the programs codenamed Science Dawn and Science Realm. The US Air Force had a classified tactical air-to-air missile program in the 1990s with the codename Have Flag, but I haven't been able to find any up-to-date sources that would clarify if Have Flag was an advanced dogfight AAM or a long-range, high-speed stealthy air-to-surface missile (one possibility raised online that Have Flag was a ramjet-powered AIM-120 supposedly evaluated in Operation Desert Storm).
