Unclassified nicknames for programs and exercises are typically a combination of two words. The first word is selected from a list of first words assigned to a particular organization. The second word is supposed to be a completely random choice, but this is frequently not the case.

The first word HAVE was originally assigned to Air Force Systems Command and was carried on when AFSC was merged with Air Force Logistics Command to become Air Force Materiel Command (AFMC). So, depending on the time frame, projects beginning with HAVE were sponsored either by AFSC or AFMC.

Programs beginning with HAVE are not all classified. In fact, most of them are unclassified. HAVE ACORN, for example, was Aeronautical Systems Division support of the Lightweight Fighter prototype aircraft (YF-16 and YF-17) development. HAVE BOUNCE was a program to determine behavior of different aircraft when operating over various types of runway repairs and to determine the degree to which repairs must be made to permit aircraft operations.
