Just catching up with this thread. Not really sure why a TFR would be needed inside an already tightly controlled airspace (by "Dreamland" and "Bird Dog"). The limitation to 10,000 ft. MSL may have been chosen to allow Janets to and from Groom to pass overhead without touching the TFR.
