This dissertation from June 2022 happens to mention that in the early 2000s, Northrop Grumman offered a proposal for a B-2 configured to exclusively carry conventional munitions, the B-2C. I remember that Secretary of Defense Donald Rumsfeld and Vice President Dick Cheney endorsed the proposal to restart B-2 production to make way for development of the B-2C, but that Air Force Secretary James Roche eventually decided to have the B-2C idea shelved to give the US aerospace industry more time to look at further design studies for a new strategic bomber.
