Probably a combination of both. For the most part it is to keep an eye on the test article. I have heard comms during Groom mission where the chase plane reports conditions of the test article that can only be seen from the outside, such as gear etc. There was a tanker in the Edwards airspace at the time. That was likely support for the chase aircraft, just in case they needed fuel.
