Thanks. I should point out that the CIA document titled "Air Force R-17 Program" is dated July 11, 1956, whereas the memo to Richard Bissell cited by Merlin in his new book about Area 51 and titled "USAF R-17 Program" is dated December 14, 1956. Are there any earlier documents from late 1955/early 1956 (namely USAF sources) that reserve the designation R-17 for the second U-2 production order?
