Thanks, great info! Reading the project description at the attached link, that new storage tank seems to be for water, not fuel:

Brokaw Design was the architect, structural engineer, and electrical engineer on this design-build project for North Star Construction and Engineering at Beale Air Force Base. The project is a $10 million hangar renovation of 28,613 square feet, including new metal roof and wall panels, new epoxy flooring, and renovated offices and toilets. The hangar also has extensive fire protection systems including wet-pipe fire sprinkler systems with a 100,000-gallon firewater storage tank and high-expansion foam systems with 6 foam generators.
