SIGINT seems more likely, but could very well be overlooking a nuke aspect to these tests. Some other notes I've made today, albeit slight off-topic; Emirate of Dubai is in Bozeman, MT and the Russian cabinet seemed to have moved to the Urals this morning as well. This Constant Phoenix wikipedia article (https://en.wikipedia.org/wiki/Boeing_WC-135_Constant_Phoenix#variants) refers to the 3 K135s being retrofitted. I'm inclined the CP route over RJ solely because Flightradar pictures point to it recently being a K135 and I'm not familiar of any RJs in production.
