You are probably correct. The lack of any similar structures at other bases would indicate that it is a one of a kind test rig rather than an "off the shelf" defense solution.

The link in your original post (linked again here) states that a phased array antenna can direct its signal path electronically without physically moving the antenna. That obviously has limits dictated by the geometry of the antenna. The rotating base is/was probably designed to increase the useful coverage area.

The tower was built in late 2005/early 2006. The fact that only the 11/2006 satellite image shows it rotated from what we consider its default position could indicate that the project that needed it to rotate was only active around 2006-2008. Maybe it simply has not moved since the 6/2009 satellite image. Either due to mechanical failure or end of project.
