Yes, that hilltop is on public land. I have been up there many times. You have a great view of the hidden Guard Shack from there. However, you need to be very careful hiking up there to avoid accidentally crossing the line. The boundary runs north to south across the top of the hill and then makes a 90 degree turn. Watch for orange posts and warning signs. The Area 51 boundary in that area is included in the GE plugin "Nevada Test and Training Range (NTTR) Boundaries" in our Maps section. See attached link.
