You would be shocked as to just how little of a VLO airframe is actually RAM/RAS. Now, adding to that, you would place all you needed on top (TACIT BLUE is a stellar example) with enemy radars pinging the undersides of your airframe.

All you need to do to get a peek is to dip a wing. Once done? Stroll away. (B-2 bomber obviously has these massive radars upfront, and they are aligned/angled to give as little return as possible.

Now - a little tidbit - I once saw a system that could blink. A crazy crazy crazy project from a University lab. Think Aperture blades on a camera!
