According to quellish, there was no way a classified US aircraft/demonstrator could operate in the UK during the 1990s, and because he notes that light sensitive aircraft do no leave the restricted test ranges of the US, he's come to the conclusion that what crashed at RAF Boscombe Down was a towed missile decoy.

This article by quellish published in 1997 is the first publication to associate the name Brilliant Buzzard with purported sightings of a TSTO system that was said to comprise an XB-70 carrier aircraft and small orbital spaceplane:
