There's always a riddle. You don't just put completely random stuff on a challenge coin.
The silhouettes obviously represent 2 or 3 different airframes. The satellite/star has a meaning (space). The 2 distinctive red dots, as mentioned by Griffon_314, represent something (And I can't imagine it being anti-collision lights). The lighting bolt is EW. The 5 shaped outline is the Pentagon. The amount of stars can be debated. Ever since some Groom Lake patches came out in the open, everyone always looks for the 5 + 1 stars. 4 + 2 could still be Plant 42, but 3 + 3 (+1 on the other one) I don't know... Wouldn't make much of it
