The Wedgetail is a great analogy to all this. The company I worked for was a very small part in the testing for a few of the countries that initially bought it. Even though most of the equipment was either similar or exactly the same there was extensive testing and eval for every country. Knowing they always wanted the USAF to buy it Boeing has damn near perfected the system. Now the USAF is going to spend years in research/development/testing to reinvent the wheel. While I agree there is a valid argument that NG could take their NGAD and quickly redesign it for the Navy, I just think that's a bit optimistic. Then again, maybe they were really always working on the Navy project and every "leak" was just a front.
