Are you sure? how so? Maple's budget is typically twice that of FA-XX, which doesn't make sense for a component. I found documentation going back to at least 2003 (same with Elm)...one document even seemed to imply it possibly went all the way back the Reagan Admin. It seemed to be the most cited Special Access Program in every news article i found about the Black Budget, but never even a single guess what it was.
