New "Wall" and horn at Back Gate

Visited the back gate on Tuesday, and there is a new wall along the fenceline. It appears to be some type of composite. I have a (very) short video of it linked below for those interested.

Be advised, if you visit the back gate and hang out for longer than 15 minutes or so, a new loud horn sounds for a minute or two. (But no one shows up.)
